La búsqueda de respuestas, en un proceso que comprendió más de siete años de investigación, ha permitido reconstruir aspectos centrales de la dinámica de las finanzas públicas uruguayas durante el siglo XX, que aquí se presentan al lector. A través de las decisiones sobre el gasto público, los ingresos y el endeudamiento, o sobre el resultado fiscal y el empleo público, el Estado refleja relaciones de poder y dominación históricas y complejas, que interactúan con las tensiones y conflictos existentes para preservarse y transformarse. La perspectiva histórica con que se han analizado estos aspectos, ha permitido distinguir tres formas distintas en que el diseño de las finanzas públicas uruguayas ha respondido a los desafíos del devenir económico-social en el siglo XX. Cada una describe un particular "régimen fiscal", dotado de arreglos institucionales que le son propios y que expresan el rol particular que la sociedad asignó al sector público en la acumulación de capital y la distribución de la riqueza y la concepción del papel de las finanzas públicas en quiénes detentaron el poder en diferentes períodos. Esta lectura de la historia económica del Uruguay desde la óptica del Estado y de sus políticas fiscales, aspira a descubrir trayectorias no necesariamente evidentes, identificar viejas tendencias, no siempre superadas, y contribuir a repensar las cuestiones ligadas a las finanzas públicas en el proceso de desarrollo del Uruguay del siglo XXI.
